The success of the European green transition also depends to a large extent on the fate of the regions, which have so far developed mainly due to the exploitation of their fossil reserves, which are being rapidly abandoned for the benefit of the EU environment. Among them is Zasavje with a pronounced mining tradition, in which several successful entrepreneurial stories have emerged in recent years, which inspire hope for the economic prosperity of the region on okojl and more friendly foundations for residents.

The Office of the European Parliament in Slovenia in cooperation with Europe Direct Zasavje on Friday, 14. April, at 11. at the Institute for youth and sport Trbovlje , uri organizes a public discussion on the industrial policy of the European Union, in connection with which we will also talk about the transformation of Trbovlje and Zasavje.

Green Plan for European industry

In recent weeks, 3 key initiatives have emerged from the EU in response to American and Chinese protectionism and the challenges of a green and socially just transition:

- an industrial plan under the Green deal to accelerate the transition to carbon neutrality and increase the competitiveness of European industry;

- the net zero Industry Act, which will allow for simpler state aid schemes, tax incentives and flexible use of EU funds, thereby ensuring speed, simplification of procedures and access to financing.

- the critical raw materials Act, which would address EU member states to ambitious underground research plans. The problem is that Europe has only one percent of the raw materials for wind energy, less than one percent of the raw materials for lithium batteries and fuel cells, only two percent of the raw materials needed in robotics, and only one percent of the raw materials for silicon-based photovoltaic assemblies. The vast majority of critical mineral resources and rare earths are controlled by countries such as China, which supplies 98% of rare earth elements, Turkey, which exports 98% of sodium borate to the EU, and South Africa, which supplies the EU with 71% platinum, 80% Iridium, 80% rhodium and 93% ruthenium.

We would not like to exchange dependence on Russian energy sources in the EU for dependence on countries with dubious human rights standards, and the survival of the economy is at stake.

The EU's green challenges and the potential of Zasavje

With the Green Deal, the European Union has set out to become climate neutral by 2050. In order to facilitate the achievement of this objective, and in response to protectionist measures taken by the US to curb inflationary pressures, in March this year, it formulated an industry plan to strengthen the competitiveness of Europe's net-zero industry and create better conditions for the development of clean technology.

This plan is also a great opportunity for a highly industrialized and fossil fuel-dependent region such as Zasavje. In its centre, Trbovlje, the high-tech company De Animacesoft has grown over the past two decades, which has become an important player in the field of the automotive and Space Industries with its measuring technology, and at the same time indicated the direction of a possible economic transformation of the entire region, which is followed by many other companies there.

At the round table in Trbovlje, among other things, we will talk about:

EU industrial policy in theory and practice,

the impact of climate neutrality efforts and economic transformations of former mining and heavy industrial centres on the labour market,

plans of the chemical institute to establish a centre for carbon-free technologies in Zasavje,

the challenges of entrepreneurship, creativity and the future of Trbovlje and Zasavje.

Uspešnost evropskega zelenega prehoda je v veliki meri odvisna tudi od usode regij, ki so se doslej razvijale predvsem na račun izkoriščanja svojih zalog fosilnih zalog, ki jih v dobro okolja EU pospešeno opušča. Med njimi je tudi Zasavje z izrazito rudarsko tradicijo, v katerem je v zadnjih letih vzniknilo več uspešnih podjetniških zgodb, ki vzbujajo upanje v gospodarski razcvet regije na okojlu in prebivalcem prijaznejših temeljih.

Pisarna Evropskega parlamenta v Sloveniji v sodelovanju s točko Europe Direct Zasavje v petek, 14. aprila, ob 11. uri v Zavodu za mladino in šport Trbovlje organizira javno razpravo o industrijski politiki Evropske unije , v povezavi s katero se bomo pogovarjali tudi o preobrazbi Trbovelj in Zasavja.

Zeleni načrt za evropsko industrijo

V zadnjih tednih so iz EU prišle 3 ključne pobude kot odgovor na ameriški in kitajski protekcionizem ter izzive zelenega in socialno pravičnega prehoda:

– industrijski načrt v okviru zelenega dogovora, s katerim se želi pospešiti prehod na ogljično nevtralnost in povečati konkurenčnost evropske industrije;

– akt o neto ničelni industriji, ki bo omogočil preprostejše sheme državnih pomoči, davčne olajšave in prožno uporabo sredstev EU ter ji s tem zagotovil hitrost, poenostavitev postopkov in dostop do financiranja.

– akt o kritičnih surovinah, s katerim bi države članice EU nagovorili k ambicioznim načrtom raziskav podzemlja. Težava je namreč v tem, da Evropa premore le en odstotek surovin za vetrno energijo, manj kot en odstotek surovin za litijeve baterije in za gorivne celice, samo dva odstotka surovin, potrebnih v robotiki, in samo en odstotek surovin za fotonapetostne sklope na osnovi silicija. Veliko večino kritičnih mineralnih surovin in redkih zemelj obvladujejo države, kot so Kitajska, ki dobavlja 98 odstotkov elementov redke zemlje, Turčija, ki v EU izvaža 98 % natrijevega borata, in Južna Afrika, ki oskrbuje EU z 71 % platine, 80 % iridija, 80 % rodija in 93 % rutenija.

Odvisnosti od ruskih energentov v EU ne bi radi zamenjali za odvisnost od držav z dvomljivimi standardi človekovih pravic, na kocki pa je tudi preživetje gospodarstva.

Zeleni izzivi EU in potencial Zasavja

Z zelenim dogovorom si je Evropska unija zadala, da bo do leta 2050 postala podnebno nevtralna. Z namenom olajšanja uresničitve tega cilja in v odgovor na protekcionistične ukrepe ZDA za zajezitev inflacijskih pritiskov je marca letos oblikovala industrijski načrt, s katerim namerava okrepili konkurenčnost evropske neto ničelne industrije in ustvarili boljše pogoje za razvoj čiste tehnologije.

Ta načrt je velika priložnost tudi za svojčas visokoindustrializirane in od izkoriščanja zalog fosilnih goriv odvisne regije, kakršna je tudi Zasavje. V njegovem središču, Trbovljah, je v zadnjih dveh desetletjih zraslo visokotehnološko podjetje Dewesoft, ki je s svojo merilno tehnologijo postalo pomemben akter na področjuavtomobilske in vesoljske industrije, ter obenem nakazalo smer morebitne gospodarske preobrazbe celotne regije, ki ji sledijo tudi številna druga tamkajšnja podjetja.

Na okrogli mizi v Trbovljah bomo, med drugim, spregovorili o:

industrijski politiki EU v teoriji in praksi,

vplivu prizadevanj za podnebno nevtralnost in gospodarske preobrazbe nekdanjih rudarskih in težkoindustrijskih središč na trg dela,

načrtih Kemijskega inštituta za vzpostavitev centra za brezogljične tehnologije v Zasavju,

izzivih podjetništva, kreativnosti ino prihodnosti Trbovelj in Zasavja.
